Next Generation Networks, Next Generation Access and Infrastructure
The general topic of next generation networks deals with the migration of classic telecommunications networks to next-generation packet-based networks, with a distinction being made between developments in the core network (next generation core) and in the access network (next generation access). The accompanying technical and economic changes will bring about regulatory challenges at various levels of the value chain, and such challenges have to be discussed at both the national and international level.
NGN
In February 2015 RTR gave the starting signal for common activities between operators and regulatory authorities concerning "IP-based interconnection for voice" with a workshop. As a result a working group at "AK-TK" developed a recommendation "EP 022" as a framework for Austria which is available for download at the end of this page (German version only). The Annex B of EP022 relevant for IMS-IMS interconnection was approved by the plenum on 13.11.2019 and is also available for download.
Regarding lawful interception in NGNs based on IMS (IP Multimedia Subsystem) a working group of "AK-TK" developed clarifications and specifications concerning the standards ETSI TS 102 232-1 und ETSI TS 102 232-5. The specification was adopted by the AK-TK plenary on 21.11.2017. Background of the activities was a planned amendment of the Telecommunication Interception Ordinance (ÜVO), where standards for lawful interception with regard to Voice over LTE (VoLTE) und Voice over WiFi (VoWiFi) had to be defined. The specification adopted includes the technical clarifications defined as mandatory for Austrian operators. NGA
In RTR's sight awareness on changes in the market especially on Next Generation Access has to be increased. Also an early development of common position and approach of stakeholders and regulatory bodies may be constructive. Therefore RTR is co-working on developing a harmonised European framework. National inputs and needs are therefore basically necessary.
Infrastrukturnutzung
In fulfilling its legal obligation to operate a competence center for telecommunications, the Austrian Regulatory Authority for Broadcasting and Telecommunications (RTR) devoted efforts to developing and discussing opportunities and general frameworks for infrastructure expansion and the financing of broadband access communications networks in 2008 to 2010. In addition some events took place focussing financing, expansion and cooperation models for access infrastructure.
Based on the results RTR published a study on "broadband access networks in Austria" in 2009 (German version only).
