1800 MHz (2001) Auction procedure

The auction was carried out in an open, ascending, simultaneous, multiple-round format.

In the first stage, 8 frequency packages of varying bandwidths (2 x 1.2 MHz to 2 x 8 MHz) were auctioned off. The maximum number of frequency packages that could be acquired by each bidder was based on the bidding entitlement requested by that bidder; those bidders who already had a license to operate 2nd-generation mobile telecommunications services were not allowed to apply for more than half of the total available bidding entitlement points (cf. Section 3.4 of the tender documentation). A second stage was not necessary in this auction.
The second stage would have only taken place if no bidder had acquired Frequency Package No. 2 (2 x 8 MHz). In such a case, Package No. 2 would have been split into 3 separate frequency packages and auctioned off again along with the other unallocated packages.
