Net Neutrality Report 2017

RTR has published its first net neutrality report which shall be published annually in accordance with Article 5 (1) TSM Regulation and para. 182 - 183 of the BEREC Guidelines on the implementation of the TSM Regulation.

The report, which is to be published by 30 June 2017, provides information on the state of the openness of the Internet in Austria for the period from 30 April 2016 to 30 April 2017 and, if measures had to be taken by RTR in order to ensure the openness of the Internet in Austria.
Already before the TSM Regulation became effective, RTR organised several discussions and events on the topic and held several bilateral meetings with the operators. This exchange has been continuously pursued. In most cases of infringements of the net neutrality rules, constructive solutions could be found and implemented in cooperation with the operators. In some cases there is still a need for discussion. By the end of the reporting period (30 April 2017), none of the initiated procedures had been completed yet.

The evaluation of the first year shows that the early addressing of the topic and the numerous discussions with stakeholders had the desired guiding effect. The provisions on net neutrality and the respective Guidelines have so far proved to be effective.
