Policy Paper on Cost Accounting Models

In order to create a common understanding on how to calculate cost-based interconnection tariffs, RTR, the Austrian Regulatory Authority for Broadcasting and Telecommunications has published a policy paper on its approach of calculating Forward Looking Long Run Average Incremental Costs. This document (see download) provides an overview of various methodological approaches for calculating interconnection tariffs and discusses the applicability of the these approaches in regulatory action. Subsequently, the methode of Forward Looking Long Run Average Incremental Costs (FL-LRAIC) is explained in greater detail.
