TKK launches allocation procedure for 900 MHz frequencies

With its publication of an invitation to tender in the Official Gazette of the Wiener Zeitung, Austria's Telekom-Control Commission (TKK) has launched an allocation procedure for 900 MHz frequencies. In the procedure, one nationwide frequency packet comprising 2 x 0.8 MHz from the 914 – 915 MHz and 959 – 960 MHz ranges will be allocated. The minimum bid for the packet is EUR 63,000.00. The frequencies are designated for the operation and provision of public communications networks and services in the GSM bands. The frequencies will be allocated for a limited period of time ending on December 31, 2017.

Two-stage allocation procedure – Sealed-bid auction in fall 2008

The two-stage allocation procedure will begin on September 1, 2008, once the tender submission deadline has passed. In the first step, the Telekom-Control Commission will review the applications received to ascertain whether they meet the relevant technical and economic prerequisites. The second stage of the frequency allocation procedure will be carried out in the form of a sealed-bid auction. Applicants are to submit bids for the auction procedure along with their applications. The frequencies will be allocated to the highest bidder. In cases where the same high bid is submitted by more than one applicant, the allocation decision will be made by random drawing.

Should the frequencies be acquired by an applicant who has not previously been allocated frequencies in the GSM-900 or GSM-1800 range, the frequency allocation will be subject to specific coverage obligations.

The TKK plans to announce the allocation decision on September 16, 2008.
