TKK launches allocation procedure for 3.5 GHz frequencies

In its session on August 18, 2008, the Telekom-Control Commission (TKK) launched an allocation procedure for mobile communications frequencies in the 3.5 GHz band. One frequency packet in each of eight regions in Austria will be auctioned off in the course of the procedure. The frequencies in the 3.5 GHz band support the operation of digital broadband wireless access systems and are designated for the establishment of subscriber connections in the provision of public communications services.

Two-stage allocation procedure: Application review and auction

The allocation procedure will consist of two stages. In the first step of the procedure, applications will be reviewed to ensure that the applicants fulfill the prerequisites under the Austrian Telecommunications Act and the conditions of the invitation to tender. Applicants are not allowed to apply for concrete frequency packets, but only bidding entitlement points for the auction procedure.

In the second step of the procedure, all frequency packets will be auctioned off at the same time in a simultaneous, multiple-round auction. Bidders may only use their bidding entitlement for the regions which they selected in the application.

In order to enable subscriber access using different frequency bands (hybrid network development), the TKK intends to carry out the auction procedure for 3.5 GHz frequencies only once the high bidder has been determined in the allocation procedure for frequencies in the 450 MHz band (F 2/08).

Procedure schedule

Applications must be submitted by November 3, 2008. The auction is scheduled to begin in December 2008. The frequencies will be allocated to the operator until December 31, 2019, and the revenues from the auction will go to the Republic of Austria.
